Plaintiff Maniilaq Association (“Manii-laq” or “plaintiff’) administers healthcare systems through a self-determination compact and annual funding agreements under the Indian Self-Determination and Education Assistance Act (“ISDEAA”), 25 U.S.C. § 458aaa et seq.
