The petitioner was charged and convicted of the crime of loaning one hundred dollars in money upon the security of a chattel mortgage upon certain furniture and household goods at a rate of interest exceeding one and one half per cent a month, and charging more than five dollars for the examination and valuation of the mortgaged chattels and the preparation of the mortgage.
