Robert S. Goldberg, M.D.1 and June Beeeham2 (collectively, “Relators”) bring this qui tam action under the provisions of the False Claims Act (“FCA” or “the Act”), 31 U.S.C. § 3729 et seq., and the *811Illinois Whistleblower Reward and Protection Act (“IWRPA”)3, 740 Ill.
