Plaintiff Luis Armando Perez (“Perez” or “PN2 Perez”) has brought suit against the United States. Perez seeks a declaratory judgment pursuant to the Declaratory Judgment Act, 28 U.S.C. §§ 2201, 2202, finding that his administrative discharge from the U.S. -Navy is void and that he has never been legally separated from the armed services.
