I. INTRODUCTION

This matter comes before the court upon the defendant’s motion for summary judgment, made pursuant to Federal Rule of Civil Procedure 56. The plaintiff, Peggy Childers, is an African-American female who, at the time she filed this complaint, was an employee of the United States Department of Transportation.
