The plaintiff appeals from the judgment of the trial court dismissing her appeal from the decision of the department of human resources (department)1 to terminate benefits under its community based services program. A hearing officer terminated benefits pursuant to the department’s regulations. The plaintiff asserts that the regulations in question exceed the statutory authority of the department and violate state and federal law because they discriminate against her on the basis of disability. We affirm the judgment of the trial court.
