This appeal involves a challenge to a regulation promulgated by the named defendant, the commissioner of the department of consumer protection,1 that established as unfair or deceptive certain acts or practices in the advertising of manufacturers’ rebates. The plaintiff, Caldor, Inc., instituted the present action seeking a permanent injunction staying the effectiveness and enforcement of the regulation.
