This is an appeal from an order of the district court of St. Louis county denying the plaintiff’s motion for a temporary injunction against the city of Virginia, and its officers, restraining them from carrying out a contract with the Virginia Electric Power & Water Company for the purchase of the water and light plant in the city, and from issuing bonds of the city in the sum of $450,000 to secure *50funds with which to pay for such plant, and vacating the temporary restraining order theretofore issued.
