Tbe trial court was undoubtedly correct in finding that tbe bonds in suit were in form general bonds of tbe defendant city. Assuming that tbey are such, tbe question is raised whether tire city, under its charter, bad any power to issue general city obligations in payment of special improvements of tbe character mentioned in tbe statement. This question is not entirely free from embarrassment, as will be hereinafter noted.
