Appeal from a declaratory judgment entered in the court below granting to petitioner the relief prayed for.

The proceeding was brought by petitioner under the uniform declaratory judgments act, L. 1933, c. 286, Mason Minn. St. 1931 Supp. §§ 9155-1 to 9155-16. The petition sets forth that plaintiff is a duly established and existing governmental agency created and existing under and by virtue of 1 Mason Minn.
