These actions were brought in the district court by the above-named plaintiffs to obtain money judgments against the United States for the alleged taking of their property as a result of the operation of the two-tier pricing regulations on crude oil1 *1132administered by the Federal Energy Administration under the Emergency Petroleum Allocation Act (EPAA).2
