Plaintiff-Appellant James Dixon, Jr. (“Dixon”) appeals the district court’s order granting summary judgment for Defendant-Appellee Alberto Gonzales, sued in his official capacity as Attorney General of the United States and Defendant-Appellee Robert S. Mueller, III, sued in his official capacity as the Director of the Federal Bureau of Investigation (“FBI”) (collectively, the “Attorney General”).
