The present appeal arises out of an election contest brought by plaintiff Tom Young pursuant to section 7 — 63 of the Election Code (Ill. Rev. Stat. 1983, ch. 46, par. 7—63). Plaintiff Young and defendants Jerry Washington and Sylvester O. Rhem1 were all candidates in the March 30, 1984, primary election, each seeking the Democratic party nomination for the office of Representative in the General Assembly for the 24th representative district.
