This appeal arises out of an election contest which the appellant, Penny Pullen, filed pursuant to section 7— 63 of the Election Code (Ill. Rev. Stat. 1989, ch. 46, par. 7 — 63). A primary election was held on March 20, 1990, to determine the Republican nominee for the office of Representative in the General Assembly for the 55th Representative District. Rosemary Mulligan, the appellee here, was declared elected as the nominee and so certified by the State Board of Elections on April 9, 1990, as having received a majority of the votes cast, 7,431, for such office.
