Plaintiff," Johnny J. O’Neal, brought this election contest action in the circuit court against defendants Robert Shaw, the Chicago Board of Election Commissioners and the Canvassing Board for the supplementary aldermanic election held on April 2, 1991, seeking a recount of the ballots cast in the supplementary election for the office of alderman from the ninth ward of the City of Chicago (Ninth Ward).
