This is an original proceeding in mandamus to compel the Secretary of State (respondent), to accept for filing the necessary documents tendered by the relator, Bruce Kenneth Helm, for the referendum of Laws of 1973, 1st Ex. Sess., ch. 137, § 110. The relator in his writ alleges full compliance with the statutory and constitutional requirements to entitle him as a taxpayer and legal voter to seek such referendum.
