MEMORANDUM OPINION AND ORDER
BABCOCK, District Judge.
This case is before me on Defendants’ Motion for Judgment on the Pleadings *1246Pursuant to Fed.R.Civ.P. 12(c) and for Summary Judgment Pursuant to Fed. R.Civ.P. 56 and D.C. Colo. LCivR 56.1 [Doc #27]. After consideration of the motion, all related pleadings, and the case file, I grant Defendants’ motion in part and deny it in part for the reasons set forth below.
