MOSK, J.

Plaintiffs, a number of organizations and individuals concerned with the condition of developmentally disabled persons, brought this action for declaratory and injunctive relief against defendants, the Department of Developmental Services (DDS), its director (the Director), and another state agency and its secretary, alleging that certain spending directives issued by the Director were void. The court entered an order granting a preliminary injunction, and defendants appealed. (Code Civ. Proc., § 904.1, subd. (f).) We conclude that the order should be affirmed.
