MEMORANDUM AND ORDER

CONABOY, Chief Judge.

This is a Bivens-type 1 civil rights action filed by Ronald D. Veteto, an inmate at the Federal Correctional Institution at Bradford, Pennsylvania (“McKean”). Veteto filed the complaint while he was incarcerated at the United States Penitentiary at Lewisburg, Pennsylvania (“Lewisburg”), alleging principally that Lewisburg prison officials conspired to deny him an effective means of access to the courts while he was confined in the Lewisburg administrative detention unit for several months in 1985.
