This is a civil rights case. At the time they filed their complaint, plaintiffs were pretrial detainees housed in the pre-trial building at Sussex Correctional Institution (“SCI”) in Georgetown, Delaware. Defendants are the Commissioner of the Department of Corrections, the Governor of the State of Delaware, and the Warden, former Warden, and former acting Deputy Warden of SCI.
