INTRODUCTION
This matter is before the Court following the issuance of the United States Department of Commerce’s (“Commerce”) Results of Redetermination Pursuant to Court Remand, Aceiai Speciali Terni S.p.A. and Acciai Speciali Terni USA v. United States, Court No. 99-06-00364 (June 3, 2002) (“Redetermination”). Plaintiffs challenge Commerce’s finding that the 1994 sale of Acciai Speciali Terni S.p.A. (“AST”) to private parties extinguished subsidies received from the Government of Italy (“GOI”) prior to the sale. Commerce claims that it reached this result following…
