Goldberg, Senior Judge: In this action, Plaintiffs Hynix Semiconductor Inc. and Hynix Semiconductor America Inc. (together, “Hynix”) challenge the final affirmative determination of the United States Department of Commerce (“Commerce”) in the countervailing duty proceedings involving dynamic random access memory semiconductors (“DRAMS”) from the Republic of Korea (“Korea”).
