Plaintiff ratepayers appeal from a judgment of the United States District Court for the Southern District of New York (Kimba *18M. Wood, Judge) dismissing their two putative class action suits brought pursuant to the civil provisions of the Racketeer Influenced and Corrupt Organizations Act (“RICO”), 18 U.S.C. § 1961 et seq., and associated state statutes and causes of. action.
