Following our July 26, 1995 decision in this cause, appellant retained counsel, who filed the motion for reconsideration here and the complaint for a writ of mandamus in a separate expedited election case, State ex rel. Ricchiuto v. Reagan, case No. 95-1679. Both Ricchiuto and another expedited election case, State ex rel. Taxpayers for Accountable Govt. v.
