*138Reconsideration

{¶ 1} This matter is before us upon a motion for reconsideration filed by appellee, the state of Ohio. S.Ct.Prac.R. 11.2(A)(4) allows a motion for reconsideration of a decision on the merits of a case. “We have invoked the reconsideration procedures set forth in S.CtPrac.R. XI to correct decisions which, upon reflection, are deemed to have been made in error.” State ex rel. Huebner v. W. Jefferson Village Council, 75 Ohio St.3d 381, 383, 662 N.E.2d 339 (1995).
