Defendant argues that the Full Commission erred in overruling the deputy commissioner because the Full Commission did not rehear the evidence. When the Full Commission reviews a deputy commissioner’s award, the Full Commission may “determine the case from the written transcript of the hearing before the deputy commissioner” and the entire record of the proceedings. Joyner v. Rocky Mount Mills, 92 N.C.
