Appellants, several former residents of the Franklin School Men’s Shelter (“Franklin Shelter”) 1 and the Committee to Save Franklin Shelter (“the Committee”) . (collectively “appellants” or “plaintiffs”), filed a complaint against the District of Columbia for declaratory and injunctive relief which alleged constitutional and statutory violations, negligence per se, and several tort claims.
