This case is before us upon petitioner’s claim1 that his general court-martial con*182viction is subject to mandatory review by the United States Navy-Marine Corps Court of Military Review pursuant to the entitlement contained in Article 66, Uniform Code of Military Justice, 10 USC § 866. The appellate history of this case is set out in full in the opinion below. 26 MJ 879 (1988).
