EVERETT, Chief Judge:

On August 25, 1982, a special court-martial composed of officers and sitting in the Federal Republic of Germany, tried Montesinos on a charge that he had stolen $1,900 worth of personal property, in violation of Article 121, Uniform Code of Military Justice, 10 USC § 921. He pleaded guilty and was sentenced to a bad-conduct discharge, confinement and forfeiture of $367 pay per month for 6 months, and reduction to Private E-l.
