I. INTRODUCTION

Plaintiffs ArcelorMittal France and ArcelorMittal Atlantique et Lorraine (collectively “plaintiffs”) brought suit against defendants AK Steel Corporation (“AK Steel”), Severstal Dearborn, Inc. (“Severstal”), and Wheeling Nisshin, Inc.
