Rafael L. Flores was 14 years old on October 5, 1996, when he fired six rounds into a group of people, lolling one person and wounding another. The State originally charged Flores as a juvenile with, inter alia, first-degree murder and attempted first-degree murder. After a hearing, the district court certified Flores to be tried as an adult.
