This is an appeal from the Superior Court sitting in review of a rate application before the Public Service Commission (hereafter “Commission”). From the order of the Commission the two utilities involved, Wilmington Suburban Water Corporation (hereafter “Wilmington”) and Delaware Water Corporation (hereafter “Delaware”) appealed to the Superior Court.
