These consolidated contract cases are before the court on defendant’s motion for summary judgment pursuant to Rule 56(b) of the Rules of the United States Court of Federal Claims (“RCFC”) and on plaintiffs’ cross-motion for summary judgment. Statesman II Apartments, Inc.
