Jurisdictionally, this bid protest rests upon the so-called third prong of 28 U.S.C. § 1491(b)(1).1 Plaintiff, Angelica Textile Services, Inc. (“Angelica” or “Angelica Textile”), alleges that the Department of Veterans Affairs (“DVA” or “the Department”) is proceeding with a procurement of laundry services for six veterans’ hospitals in contravention of law and regulation.
