OPINION

WEISBERGER, Justice.

This is a statutory petition for certiorari filed by the Interstate Navigation Company (the company or Interstate) pursuant to G.L.1956 (1977 Reenactment) § 39-5-1. The company challenges the May 14, 1981 decision and interim order of the Public Utilities Commission (the commission) and the final report and order that the commission rendered on May 28, 1982. Both of these orders addressed the proposed tariff that the company filed with the commission on February 24, 1981, in docket No. 1572.
