This is a petition for certiorari brought by the New England Telephone & Telegraph Company (NET or the company) pursuant to G.L. 1956 (1977 Reenactment) § 39-5-1 to review the decision and order of the Public Utilities Commission (the commission) issued in docket No. 1560 regarding NET’s tariff filing of December 15, 1980. This tariff sought to generate additional annual revenues of $31 million through changes in rates charged for terminal equipment, basic-exchange services, private-line services, and business-customer services.
