OPINION

FAY, Chief Justice.

This is a statutory petition for certiorari brought by the Providence Gas Company (company) pursuant to G.L.1956 (1990 Reenactment) § 39-5-1, seeking a review of the report and order of the Public Utilities Commission (commission) issued in docket No.1971. The commission disallowed training-labor costs from the rate base and' established a termination date for the accrual of allowance for funds used during construction (AFUDC) associated with the company’s replacement of a customer-information system (CIS).
