I. INTRODUCTION

The plaintiff, the Cayuga Indian Nation of New York (“the Nation”) filed suit against defendants seeking declaratory and injunctive relief regarding the nature of use of property plaintiff owns within defendants’ municipal boundaries (“the Property”).
