MEMORANDUM OPINION

Plaintiff Peter Pantazes has brought suit against the Secretary of the Department of Housing and Urban Development (“HUD”) under the Rehabilitation Act, 29 U.S.C. §§ 791, 794d (“the Act”), for failing to provide him with reasonable accommodations and accessible technology, and for harassing him because of his disability.
