Plaintiff David Long, a former doctoral (“Ph.D.”) candidate at Howard University, brought this action against the University alleging discrimination on the basis of disability in violation of the Rehabilitation Act of 1973, as amended, 29 U.S.C. § 701 et seq., and the Americans with Disabilities Act, 42 U.S.C. § 12101 et seq., and breach of contract under District of Columbia law.
