The National Labor Relations Board has petitioned this court 1 2 to enforce its Order against the respondent, Globe Automatic Sprinkler Company of Pennsylvania 3 (hereinafter called “Globe”). Jurisdiction of the Board and of this court is conceded.

The issue presented by the petition is whether the Board properly determined that Globe violated Section 8(a) (5) and (1) of the Act when, as a consequence of the filing of a decertification petition by an employee, it suspended negotiations with the Union 3 three weeks prior to the expiration of the year following its…
