The primary issue presented by this petition is the appropriateness of the National Labor Relation Board’s (Board) order inquiring the American Dredging Company (respondent) to reimburse its employees for initiation fees, dues and other monies paid to Local 825 (Dredge-men’s Branch), International Union of Operating Engineers, AFL-CIO (union).
