MEMORANDUM OPINION
WILLIAMS, District Judge.
Tesfaie Belay (“Petitioner”) filed a Petition for Return of Child pursuant to the Hague Convention on the Civil Aspects of Child Abduction, Oct. 26, 1980, T.I.A.S. No. 11, 670, 1843 U.N.T.S. 49, 19 I.L.M. 1501 (1980)(“Hague Convention” or “Convention”), a treaty implemented in the United States by the International Child Abduction Remedies Act (“ICARA”), 42 U.S.C. §§ 11601-11610.
