This False Claims Act action was initially filed by Relators Joseph M. Hedley and Fred A. Rauch, III (“Relators”)1 against *948Defendant ABHE & Svoboda, Inc. (“Defendant” or “ASI”) in the United States District Court for the Southern District of Illinois. At the time of the initial filing, the Relators acted on behalf of the United States of America.
