Four Hispanic residents and registered voters of the City of Santa Maria challenge the City’s at-large city council election system under Section 2 of the Voting Rights Act of 1965, as amended, 42 U.S.C. § 1973. While the case was pending, two Hispanic candidates were elected to the city council.
