This appeal arises out of a dispute between two workers’ compensation insurance carriers, Appellant Houston General Insurance Company (“Houston General”), and Appellee Association Casualty Insurance Company (“Association Casualty”). The issue presented is which earner is obligated to pay compensation benefits to the injured Mallory Propane, Inc. (“Mallory”) employee, Johnnie Featherston (“Featherston”).
