This action grows out of an attempt by the county of Bay and the city of Bay City to create a Bay county board of public works. The validity of a contract between the 2 municipalities and the validity of certain actions taken by the board of public works of Bay county to set up a special assessment district and to issue bonds to pay for the construction of a sewer improvement at the cost of $995,000 is sought to be determined.
