This case involves the proper allocation of groundwater between competing users. Petitioners, Crookston Cattle Company (hereinafter, the Company) and its sole owner, Ray G. Mair, appeal from an order of the Ramsey County District Court which affirmed the final order of the Acting Commissioner of the Minnesota Department of Natural Resources (hereinafter Commissioner’s order).
