On March 12, 2003, Plaintiff AK Steel Corporation mailed a summons to the Attorney General of the United States and the U.S. Department of Commerce notifying them that pursuant to 28 U.S.C. § 1581(c) an action was commenced to contest Stainless Steel Sheet and Strip in Coils From Germany: Notice of Final Results of Antidumping Duty Administrative Review, 68 Fed.Reg. 6716 (Feb. 10, 2003), an administrative review of the anti-dumping duty order on such product for the period from July 1, 2000 through June 30, 2001.
