Plaintiffs brought this action against de fendant Housing Authority of the City of Los Angeles for declaratory relief and damages for breach of contract.

On June 30, 1952, plaintiffs, sometimes referred to as Bein-Daum or as the prime contractor, entered into a written contract with Housing Authority for the construction of a low-rent housing project for the agreed consideration of $4,195,000.
